# Why Campaign Finance Compliance Starts With Reconciliation

How campaign and PAC reconciliation connects the bank, books, and reporting records—and what treasurers and leadership should ask before the next reporting review.

Key takeaway

Reconcile the underlying financial activity, document the remaining exceptions, and use the resulting records as a clearer basis for reporting review.

Before a treasurer reviews the next campaign finance report, the team needs to understand the financial records behind it. Are the bank and books reconciled? Does the reporting information reflect the same activity? Which questions remain open?

Reconciliation gives those questions a practical structure. It helps a campaign or PAC move from assembling disconnected records toward a financial position the team can explain.

## What campaign finance reconciliation involves

Reconciliation compares banking activity, accounting records, and reporting information for the same periods. The records may present information differently; the work is to explain those relationships and identify activity that is missing, duplicated, or inconsistent.

A matching final balance is useful, but it is not the whole review. Supporting details, classifications, timing items, and unresolved questions also need attention.

## Start with the records and the period

Identify the accounts, statement dates, opening balances, bookkeeping records, and reporting data being compared. Check that the information covers the same period before investigating a difference.

Then follow the activity. An outstanding payment may explain a timing difference. A receipt may be in the bank but missing details in the books. A correction may have reached one system without reaching another.

## Use a connected review sequence

- **Capture** the activity and collect the supporting information.

- **Compare** the bank, books, and reporting records.

- **Explain** timing items and investigate discrepancies.

- **Document** the review, corrections, and unresolved questions.

- **Prepare and review reporting** from the resulting records under the agreed responsibilities.

Reconciliation supports reporting preparation; it does not by itself establish the legal treatment of every transaction. Bring questions requiring legal interpretation to qualified counsel.

## Make open items useful to the people reviewing them

An exception list should identify the item, the information needed, the person following up, and its current status. That allows the treasurer to see the basis for review and leadership to understand what still needs attention.

Keep a documented timing item distinct from an unexplained difference. If an item carries forward, include enough context that the next reviewer does not have to repeat the same investigation.

## Questions for the next financial review

Ask when the accounts were last reconciled, which periods remain incomplete, and who owns the outstanding questions. Agree what the candidate, campaign manager, party chair, or PAC director needs to know about cash and obligations.

Regular reconciliation helps preserve continuity across staff and provider changes. It also gives a historical cleanup project a more understandable starting point.
